Why Galley is the right book writing software for a novel in Romanian

Romanian has the most-broken pair of letters in European typography and it is worth being specific about why.

Ș and ț take a comma below. Turkish ş and ţ take a cedilla, which is a hook attached to the letter. They are different characters and they look different on a page. The quote pair you get automatically. Romanian dialogue is set with a dash at the head of the line, and quoted speech inside a paragraph takes the low-right pair with «guillemets» for a quote inside a quote. All of them are characters you type.
